Lex Luthor, influencé par l'entité Perpetua, mère des Monitors et conceptrice du Multivers, a depuis quelque temps fondé et dirigé une Légion Fatale dans le but de prouver à l'humanité qu'une seule voie était possible pour la sauver : celle du Mal absolu. Déclarant une « année du crime » et proposant à chaque super-vilain d'augmenter ses capacités afin de triompher de leurs ennemis, Lex Luthor utilise la technologie extraterrestre pour se métamorphoser en Apex Lex, un être à même de diriger le monde une fois celui-ci asservi.
